Allow crashrpt library to be compiled as part of reactos

CrashRpt is an open source project (https://code.google.com/p/crashrpt/) that implements all the needed functionality for the crash report utility, however it depends 3rd party components that contain non-free licenses and therefore cannot be included in reactos, mainly WTL. This first task aims to remove that dependency.
