WINMM: MCI_SYSINFO behaves different on Windows and ReactOS

The behaviour of the MCI_SYSINFO MCI message behaves differently on Windows and ReactOS in the
following ways:

• On windows, it accepts MCI_WAIT, MCI_NOTIFY and MCI_TEST flags, while on ReactOS it fails with
  with error 261 (Command not recognized by the driver)
• On ReactOS, using MCI_ALL_DEVICE_ID as the device id in mciSendCommand() doesn't overwrite
  MCI_SYSINFO_PARMS.wDeviceType
