Device manager - "disabled" overlay is drawn only on top of opaque device icon parts

r64655. Please see screenshot for what I mean. Only the first device (power) is fine, the second (unknown device), third (port) and especially the fourth (mouse) have the overlay drawn incorrectly. Any spot where the device icon is transparent, the "disabled" overlay is also transparent.

This is reproduced only in 24bpp screen mode or lower. Overlay is not drawn at all in 32bpp mode - CORE-17206.
