WM_SETTEXT doesn't repaint the title when themes are enabled

    Description

      When a file browser window is opened and a user navigates to a different folder the caption of the window isn't updated. If the user clicks on the caption, it gets redrawn. The bug is in uxtheme and user32 where they fail to redraw the caption while themes are enabled after the application changes it.
