new in explorer windows is broken

The new menu doesn't work inside an explorer window anymore. On the desktop, it works just fine, but in folders, it displays as an ordinairy item, and in desktop inside of explorer windows, it shows as a menu, but clones itself and closes the menu when you hover over it, and it works on desktop in window when r-click space, but not other folders.
