Split font substitution settings for CJK languages

    Description

      CJK font substitution is set in `base/setup/usetup/muifonts.h`:77 with `MUI_SUBFONT CJKFonts[]`.

      This should be separated for:

      • Chinese (Traditional) (zh-TW, zh-HK)
      • Chinese (Simplified) (other zh-*)
      • Japanese
      • Korean

      Note: This does not consider font linking (which I think isn't implemented in ReactOS yet)
