NLS LOCALE_FONTSIGNATURE wrong for zh-HK?

    Description

      So I saw that in `dll\win32\kernel32\winnls\nls`, the field LOCALE_FONTSIGNATURE is the same for `zhh.nls` and `chs.nls`. But zh-HK uses Traditional Chinese and Big5, so shouldn't it be actually the same as `cht.nls`?
