Explorer: Taskbar does not re-size correctly

If you try and re-size explorer_new's taskbar, it follows the mouse's position exactly, whereas if you re-size the taskbar in windows, it re-sizes in same-sized segments. Also, as a result, when you lock the taskbar, the height of the re-size bar is added to the main taskbar's size instead of it just dissapearing.
