Disable some sanity checks in the kernel to work-around some 3rd-party buggy drivers

As it was decided during the previous meeting on July 30th 2026, I made a patch with disabling some sanity checks in the kernel, to avoid several failures caused by a few (a bit buggy) 3rd-party drivers:

• Realtek High Definition Audio driver R2.74 for Windows XP (CORE-18776, see my recent comment with new debug log https://jira.reactos.org/browse/CORE-18776?focusedId=148440&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-148440)
• Many GPU drivers from different vendors (CORE-14623, see my recent comment https://jira.reactos.org/browse/CORE-14623?focusedId=148441&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-148441)
