[0.4.16] Goals for 0.4.16 branch

    Description

      During the January 8th ReactOS developer meeting, we decided on several PR's we want to have merged for the release, as well as other goals. This epic is set up to track these goals.

      Notes:

      • We do NOT plan to wait for the new ROSBE release for 0.4.16
