[devmgr] Implement showing the Add Hardware wizard

This path adds the ability to right click on the root node and selecting Add Hardware. 2 things:

• Not sure if this is how Windows does it
• hdwwiz.cpl is useless in ReactOS. Maybe it's to give it some love.
