[KERNEL32] incompatible handling string number formatting

    Description

      reactOS r72740 can boot up when using kernel32.dll from 2k3: fine.

      However, when doing so, we get errors when formatting strings that print out numbers.
      Check ros-r72740-UsingKernel32DllFrom2k3_BrokenStringFormatting.PNG for an example in taskmgr.

      Task is to create a test-case from that (feel free to steal the taskmgr code) and later fix the underlaying issue in our kernel32.dll
