Regression: WinDirstat 1.1.2 from rapps crashes right after startup with unhandled exception

      r73228
      I know this is a regression since I was able to use the program in 0.4.3RC1.

      We unhid this with r72495 -> linking to CORE-11915.
      And we hack-fixed it in 0.4.3RC1 by reverting r72495.

      I took a backtrace with break on first chance + l2l

      I already verfied: it crashes with and without running themesvc.

      We must either fix it properly or workaround it for 0.4.4 rls again.
