Implement GetPrintProcessorDirectoryA in winspool.drv

CORE-12375 has shown that GetPrintProcessorDirectoryA is required for Office 2000.
This is easy to implement since the corresponding W function is fully implemented across the entire Printing Stack (winspool -> spoolsv -> spoolss -> localspl).
