Taskbar Clock does not automatically resize when "Seconds" display is enabled/disabled

      Case 1:
      1.0. Have an horizontal Taskbar.
      1.1. Open Taskbar Properties.
      1.2. Check "Clock" and (un)check "Seconds". Then Apply.
      1.2r. Taskbar Clock will show "Seconds" too, but not resize (expand/shrink).

      Workaround:
      After time (format) has updated, click on Taskbar, that seems to trigger Clock resizing.

      NB:
      Take (CORE-12384 and) CORE-12987 into account.

      Case 2: (similar)
      2.0. Have an horizontal Taskbar. (Use EN-US locale (format).)
      2.1. Open a Command Prompt.
      2.2. Execute alternatively 'time 01:01:01' (1:01 AM) and 'time 22:22:22' (10:22 PM).
      2.2r. Taskbar Clock will update time, but not resize (expand/shrink).
