Date/Time glitch skipping seconds

Revision 74396 let win32/syssetup dynamically update its date and time controls.
However, in the time control, a second can be skipped every once in a while.
So far, there doesn't seem to be any exact pattern.

cpl/timedate shows a similar misbehaviour.
