An arbitrary string in the address bar in Explorer should open in default internet browser

If string in the address bar вoes not comply with certain rules Windows opens it in the browser. The windows explorer always tries to open in explorer lines like: "<disk>:\<path>" and "
<server>". Perhaps, somewhere there should be a link between the programs and the type of the input line in address bar.
However, in Windows, an arbitrary string is opened in the browser by default. ROS does not do anything in such cases.
