Regression: Server 2003 explorer.exe crashes.

I simply put it into the ReactOS folder with the name "EXPLORER2.EXE", ended "explorer.exe", and then I tried to run it. It flashes many times, and then it crashes. I ran it 10 times in a row. It only crashes if I run it as the desktop.
