Start > Run does not set the proper current directory for the new process

    Description

      starting directoy differs when console (cmd) starts in different ways:

      • If started via desktop icon or start menu icon, starting directory is %USERPROFILE%
      • If started via Start > Run > cmd , starting directory is %SystemRoot%

      All revisions affected, as of ec2bfa2

      Virtualbox 5.2.10, Host OS Ubuntu 18.04
