Regression, replacing kernel32.dll with the version from 2k3sp2, we have no start button anymore

    Description

      replace kernel32.dll with the version from 2k3sp2 5.2.3790.3959

      Expected result:
      It should properly paint the Windows Start button
      As you can see in this video bootcd-73441-dbg_ok.webm
