WinInet library is missing message table

    Description

      This is already implemented in Wine since 2018:

      https://github.com/wine-mirror/wine/blob/master/dlls/wininet/winineterror.mc

      Adding the actual message table should fix a lot of wininet wine tests and help with problems like CORE-17375.

       

      Our WinInet library is currently synced to WineStaging-4.18.
