Virtual PC VM Additions: Installer dies silently

    Description

      This is regression, started to happen after fastfat_new bringup. Problem might be similar to CORE-17618.

      Steps to reproduce:

      • Use Virtual PC 2007 SP1
      • Install ReactOS from BootCD
      • On 3rd stage: Select menu Action -> Install or Update Virtual Machine Additions
      • Navigate to CD drive, directory D:\Windows
      • Start setup.exe from there
      • Expected behavior: Installer starts
      • Observed behavior: Nothing happens

      Debug logs:

      Builds between 0.4.15-dev-1724 and 0.4.15-dev-1734 were skipped due to various blockers, see bisection details in CORE-17618.
