Explorer: Freezes on Win+D if there were any hung apps

    Description

      Using the attached test program HaltWindow.zip:

      1. Start up HaltWindow multiple times.
      2. Press "Halt Now!" button of one HaltWindow.
      3. Click another HaltWindow.
      4. Press Win+D key combination.
      5. Press Win+D key combination.
      6. Press Win+D key combination.
      7. Wait 6 seconds. The system freezes.
