Explorer: Two dots or relative path won't work on address bar still does not fully work

CORE-19704 start to make it work but not completely

• Go to "c:\ReactOs" in explorer
• "C:\ReactOs\.." in adressbar
• Stays in C:\ReactOs while C:\ would be expected
• Logs:

CDrivesFolder.cpp:760: Unexpected failure (hr)=80070057. 

•  Similarly: c:\Reactos\System32\..\3rdParty does not work while it works in Start>Run
