Translation notes

At localizing the ReactOS resources in Romanian, there were a number of conventions that I either come to inherit from other Romanian translators of ReactOS and of other projects, or that I had to adopt myself. It would be helpful if a small document with these conventions would accompany the source tree that contains the Romanian resources. Such a document can be placed either in "media\doc\" under the attached file's current name, or under another name in "media\doc\translation notes\" if other such notes in other languages are anticipated.
