[WIN32SS] Try to offset window-positions on creation to fit the screen area (for windows without explicit self-positioning)

    Description

      ReactOS TRUNK 67380
      when you "open a new window and close it" over and over again, the windows position is always at another screen location.
      (shifted slightly downwards right)

      Doing the same on MS-Windows will always open the window at the same screen location (if you closed the preceding one before opening a new).

      Painfully especially for the reason, that sometimes the full window is not visible because of that.

      Seems to happen with all applications (e.g. you can as well try cmd-link from desktop)
