CD files acquire Read-Only mode erroneously when you copy them via the shell

    Description

      ROS ver: 0.4.15-dev-3895-gdc6dfbf

      Steps to reproduce:

      1. Install ROS.
      2. Take a file from a CD and copy it to desktop.

      The file will have Read Only statement automatically.
      It should acquire the normal one.
      Edit by reactosfanboy: copy the file via the shell, not by cmd. Cmd case got a different ticket in CORE-18090
