ReactOS is missing a WOW16 subsystem (16bit windows applications)

    Description

      ReactOS shows the "is not a valid win32 application" error when you run a 16-bit (to MS DOS or Windows 3.11) application, these applications work well on Windows 3.11 or DosBox.
